Billing follows the workspace plan, not the number of installed apps. What changes between plans is the cap on each resource.

How many people fit on one board?
The board is collaborative in real time and was built for the whole team's meeting, not for two. Each participant's presence shows on the canvas itself.
Do I need to install anything?
No. It runs in the browser, like the rest of the workspace.
Can I export a board?
The board is saved in the workspace, and to show it outside generate the public link: it runs inside an iframe and asks nothing of whoever opens it. Rotating the link kills the previous one.
How is it different from Diagrams?
The whiteboard is a free canvas, for thinking. Diagrams is structured, for drawing flows and architecture with shapes that connect by rule.
Which plan includes the whiteboard?
The whiteboard is on the free plan, with up to 5 boards. Past that you need to move up a plan, and the boards you already have keep opening.
